The supply chain argument

Mature nodes are not export-controlled.

Advanced-node semiconductor capacity is concentrated in a handful of facilities, costs twenty to thirty billion dollars per fab, and sits inside an export control regime that governs who may buy what and where it may be produced.

We fabricate at 90 to 180 nanometers. Capacity at those nodes is abundant, largely depreciated, distributed across many countries, frequently underutilized, and outside those controls. For the United States that means existing domestic capacity can be brought to bear without waiting on a new leading-edge fab. For allied and partner nations it means a fabrication path that can run inside their own borders.

The strategic question about compute has usually been asked as a question about chips. It is at least as much a question about the electricity and water a facility needs, and where a country is willing to put them.

Licensing structure

How a partnership is built.

Master technology licence
Grants an operating entity the right to deploy Logic-in-Light within a defined field or territory, on an annual base.
Technology Advancement Fund
A contractual share of gross operating revenue flowing from the operating entity back to True Photonic, paid from operations rather than from capital. It is a fundamental term in every agreement we sign, and it funds the research the whole portfolio draws on.
Commissioning
A per-facility fee covering design review, site readiness, installation supervision, and acceptance testing for each Clean Compute Center brought online.
Export and sublicence
A running royalty where a partner sells capacity or sublicences the technology beyond its own operations.
