How the team is organized

The people who created the intellectual property are the people who deploy it.

True Photonic holds the intellectual property. The switching technology, the patent estate, and core system validation belong to the company itself. The core engineering work is carried out in the company laboratory, PxDx, and application development runs in dedicated working laboratories built for specific verticals, each drawing on the same foundation while staying focused on its own deployment context.

PxDx is led by Mark Newland. Technology direction across the company sits with Del Wolverton, Chief Technology Officer, and the scientific program is directed by Dr. Gary Poovey, inventor of the material the switching element is built on. The portfolio behind that work now runs to twenty-five application patents alongside the core switch and gate-level filings, more than eight hundred claims in total.

The team is full time.

Derek W. Bailey

Founder, Chief Executive Officer & Chairman of the Board

Derek W. Bailey is the founder of True Photonic, Inc. He leads a multi-entity structure: True Photonic for core intellectual property and the platform, SkyLight Holdings for Clean Compute Center infrastructure, and True Photonic Ventures for vertical applications.

He has been an entrepreneur for more than four decades, building businesses across hospitality, real estate, insurance, temporary staffing, and technology. His ventures include OnPoint Staffing, Curbside Chef, International Broadband Technologies, Popa Media, and the development of the patented Counterpoise engine. He is also the founder of Derek Automotive Technologies.

His twenty-seven-year partnership with Del Wolverton has produced multiple patents across several ventures. When Dr. Gary Poovey entrusted the two of them with his breakthrough materials science, Bailey structured True Photonic around a promise: to build an ethical company that shares value with the communities hosting its infrastructure. That promise governs how the company approaches counties, utilities, and sovereign partners today.

He is the author of Keep Computing: How Light Solves Computing's Impossible Problem (2026) and publishes at substack.com/@derekwbailey. He was born in New Orleans and lives in Atlanta, Georgia.

Dr. Gary Poovey

Dr. Gary Poovey

Chief Science Officer

Dr. Gary Poovey is the company's chief scientist for photonics. He holds a Doctor of Philosophy in Plasma Physics from Eurotechnical Research University and a Bachelor of Arts in Physics from San Francisco State University. He invented the material that the light-activated light switch operates on, and co-developed with Del Wolverton the logic element the company calls the Poovey Switch.

His career runs more than twenty-five years in semiconductor process engineering. He managed process improvement teams that produced a novel fiber optic switch chip, and at Bullen Semiconductor he handled the chamber-part production that supplied Lam Research and Applied Materials etchers. A quarter century inside working fabs gave him an intimate understanding of why earlier attempts at photonic computing stalled. He holds eight granted United States patents covering core photonic switching, light-actuated switching, and related materials science.

Before the current architecture existed he designed seventeen distinct photonic switching structures, two of which, when tested, switched light at least twenty times faster than a transistor. He demonstrated that lead zirconate titanate, a piezoelectric material, responds to the electric field of light.

Dr. Poovey directs the scientific work of the company and leads first-generation chip development, the translation of validated switch physics into a manufacturable chip architecture under the Relaxed Lithography™ constraint.

Del Wolverton

Del Wolverton

Chief Technology Officer

Del Wolverton is a Navy-trained electrical engineer who served as a Senior Chief, with career-long expertise in fiber optics and optical switching. He ran the tiger teams for the United States Navy, the units pulled together to take on technical problems that had resisted the normal process, and he served as a United States military technical advisor to foreign governments, with decades of experience in defense systems.

His work traces the arc of high-frequency signal processing, from military radar electronics and guidance systems through decades in fiber-optic switching and RF architecture. He founded and exited two companies in that space, Space Microwave and SpectraSwitch, building the former from concept through acquisition and developing fiber optic switching technology that shipped in commercial telecommunications systems.

Wolverton co-developed the Poovey Switch with Dr. Poovey and owns hardware architecture and patent claim development across the estate. He is the architect of the engineering framework that carries the physics into deployable systems. The chief technology role here is an operating one: it carries responsibility for turning validated physics into a working chip, a functioning fabrication path, and compute centers that run.

Mark Newland

Mark Newland

Lab Head, PxDx · Product Development

Mark Newland leads all product development and heads PxDx, the company laboratory. His career runs more than four decades and combines technical depth with executive leadership.

At SanDisk Corporation he served in several leadership roles including Director of Systems Engineering, guiding teams through software development, product integration, and new product introductions, and raising production yields from 20 percent to more than 85 percent on key product lines. Earlier, at IBM, he held roles in service delivery and project management, refining infrastructure and introducing ITIL-aligned process improvements across enterprise systems.

He has taught computer science and network technology at Emmaus Bible College and Barclay College, and founded the Information Network Technology Program at Pratt Community College. He holds a B.S. in applied mathematics and computer science from Cal Poly and an MBA in computer information systems from National University.

Seth Poovey

Seth Poovey

Senior Engineer

Seth Poovey leads the Finite-Difference Time-Domain electromagnetic simulation work that tests photonic system performance at each stage of development. FDTD is the computational method used to predict how a photonic structure will behave before it is built, and it is the discipline that stands between a component on paper and a committed substrate. His work confirms that every photonic element in the stack performs as designed before anything goes to fabrication, which keeps the cost of a wrong assumption in simulation time instead of wafer runs.

The role sits between the physics directed by Dr. Poovey and the engineering carried by Del Wolverton and Mark Newland, and it draws on both. Alongside the simulation work he brings photonic circuit design, IT systems, and cloud architecture.

Carlos Austin

Carlos Austin

Board Member, True Photonic, Inc. · President, True Photonic Ventures

Carlos Austin is a globally seasoned advisor whose career spans more than thirty years across international law, finance, investment, and public policy. A graduate of the Wharton School and Columbia Law School, he began his legal career at Cleary Gottlieb Steen & Hamilton, where he specialized in sovereign finance, mergers and acquisitions, and international privatizations. He later served as an International Financial Advisor to the U.S. Treasury.

Austin has advised the World Bank, led the Council on Foreign Relations' Angola Task Force, and serves as Treasurer of the National Prayer Breakfast Foundation. His professional credentials span CPA, CMA, CPCU, and ARM, and his operational experience covers more than fifty countries.

As President of True Photonic Ventures he leads the development of the venture platform through which photonic companies are launched sector by sector, each returning value to the parent through the license structure. On the True Photonic board he provides governance oversight and guides the company's global positioning and capital strategy.

Robert Switzer

Robert “Bob” Switzer

Chief Executive Officer, Astera Energy · Substrate Partner

Robert Switzer is the chief executive of Astera Energy Corporation and True Photonic's substrate partner. Astera produces the graphene on boron nitride on sapphire substrate by microwave plasma-enhanced chemical vapor deposition, a process covered by patents co-owned between Astera and True Photonic. He brings energy and infrastructure operating experience to the buildout, and the co-ownership structure aligns Astera's success with the company's across every licensed fabrication site.

The Poovey Switch works on silicon. Pilot-lot test die run on silicon carriers today, and the Technion measurement was taken on a device that did not require Astera's material to exist. The Astera substrate is optimization: thermal headroom, and the dense three-dimensional stacking that follows from it.

Dr. Michael Bozelly Jones

Dr. Michael Bozelly Jones, MD, FACC

Principal Architect, Cardiovascular Division

Dr. Michael Bozelly Jones is the principal architect of the Cardiovascular Division at True Photonic, where he leads the development and integration of cardiac monitoring and therapeutic technologies. His work covers implantable and external device systems, among them loop recorders, pacemakers, and implantable cardioverter-defibrillators, with attention to device miniaturization, real-time data acquisition, and signal fidelity. He makes the case for photonic computation in medicine on the grounds of diagnostic latency, data transmission efficiency, and therapeutic response time.

Dr. Jones is trained in Internal Medicine, Nuclear Cardiology, and Cardiovascular Disease. He completed his fellowship in cardiovascular disease at the Louisiana State University School of Medicine, following residency training in internal medicine at the Mercer University School of Medicine and an internship in psychiatry at Emory University. He holds a Doctor of Medicine from the Medical College of Georgia and a Bachelor of Science from Morris Brown College.

More than two decades of clinical practice have carried him across institutions in Louisiana and Georgia, and he practices today as a staff physician in New Orleans. He has served as Chief of Medical Staff at United Medical Rehabilitation Hospital and as Vice Chairman of the Department of Internal Medicine at St. Charles General Hospital, and he has taught as a clinical instructor at the Tulane University School of Medicine.

The hiring queue
The team named above is the invention and architecture core, and it is the part of the company that cannot be hired later. The roles that carry the buildout can be, and we hold a standing queue of identified candidates against them, filled as each phase is funded rather than carried on payroll ahead of the work. The queue covers fabrication and process operations, compute center delivery and construction management, quality and regulatory work for the device verticals, and finance and supply chain as production begins.
University support
Three universities support the program with laboratory work and fabrication, contributing facilities and technical capacity to device fabrication and characterization. That lets us advance the chip program without first building captive infrastructure for every step.
Independent validation
The Poovey Switch was validated at the Technion Israel Institute of Technology by Dr. Alex Bekker using pump-probe spectroscopy. The switch measured 150 to 200 femtoseconds across the test series. Dr. Bekker is not a member of the True Photonic team and holds no financial relationship with the company.

Intellectual property

True Photonic holds the estate: the switching technology, the patent filings, and the core system validation belong to the company itself. The laboratory is where the engineering is carried out.

The filings cover the switch and gate level, the substrate, relaxed lithography, photonic solar, a photonic internet architecture, hardware-anchored agent trust and attestation, inference, micropayment and hash engines, robotics, fire control, and cardiovascular sensing.
